Sea Link In Mumbai (Bandra-Worli)

The Bandra-Worli Sea Link in Mumbai, India's first cable-stayed road bridge across the sea. In fact, it is a classic example of how not to do city or project planning. What was supposed to be a Rs 300-crore project completed in 2004 actually cost Rs 1,600 crore and was completed five years late. Supposedly it will reduce the 40-minute car journey from Bandra to Worli to seven minutes, Mumbai will get a new landmark with the completion of the work on the 5.8 km long Bandra-Worli Sea Link project. The project is a 8-lane, cable-stayed bridge with pre-stressed concrete viaduct approaches, which will link Bandra and the western suburbs of Mumbai with Worli and central Mumba, but in practice it will lead to traffic bunching at both ends of the link, and become a nightmare during rush hour.

Mumbai needs at least one and preferably two ring roads, partly elevated and partly offshore, be linked by a trans-harbour bridge to Navi Mumbai, and have no traffic signals so that traffic can move at high speed, getting off at various exit ramps into different sections of the city. Beijing has seven such ring roads, but India has none.

The Bandra Worli sea link project has certain unique features. These include:--An 8-lane bridge with 2 lanes dedicated for buses.--Unique bridge design for the Link Bridge to emerge as a land mark structure in the city.--Single tower supported 500 metre long cable-stayed bridge at Bandra Channel and twin tower supported 350 m cable-stayed bridge at Worli Channel for each carriageway.--Modern toll plaza of 16 lanes with automated toll collection system.--An intelligent bridge with state-of-art systems for traffic monitoring, surveillance, information and guidance, instrumentation, emergency support, etc.--Development of promenade and landscaping to enhance the environment.

The Bandra-Worli link is a short stretch that does not even cover the western shore, as envisaged two decades ago. It took ages because of design changes and payment disputes. The trans-harbour bridge creek has been bid for twice yet not awarded to anybody. Nobody takes a holistic view of the city's traffic needs because of the politics and money involved in alignments, land acquisition and contract placements.

The Maharashtra government has announced the extension of the sea link by another 3.6 km up to Haji Ali at an additional cost of Rs 1,200 crore.Length of the steel wires used is equal to the circumference of the earth.Weight of the Sealink Bridge is equivalent to the weight of 50,000 African elephantsHeight of the cable-stay towers equals that of a 43 storied building and the length of the Sealink Bridge is 63 times the height of the Qutub Minar.

Nevertheless, some people celebrate the Sea Link saying something is better than nothing: "Why expect too much, we are like that only." Yet plenty of things in India are world class. Infosys and TCS could not have got where they are today by doing projects five years late and at five times the estimated cost. We have world class manufacturing companies like Tata Steel and Bharat Forge.

It is simply not true that Indians cannot do things well. The first step towards holistic town planning may be legislative change that gives cities strong mayors with substantial budgetary resources, who can carry through major initiatives. We do not have to be quite as good as China, which has built seven sea links in the last six years. But we can surely do better than the Bandra-Worli project.

Giant tortoise born 45 babies but who's the daddy?

Learning to crawl: Kali, pictured with some of her 45 children, is hard pressed to keep up with the huge brood
It is hard enough looking after one child, but this giant tortoise has to keep up with a mammoth brood of 45.

The African Sulcata - one of the largest species of tortoise in the world - laid the eggs in two clutches at Linton Zoo in Cambridgeshire.

Mother Kali, an African name meaning 'energetic', had her children in March and April and they are now about four inches long.

But adult Sulcatas are the largest species of mainland tortoise and can grow to between 24 and 36 inches (60-90cm), weighing up to 14-and-a-half stone.

They are the third largest species of tortoise in the world, second only to the Galapagos and the Aldabra.

But the mystery of who fathered the crowd of children is an even weightier problem, as there are four adult males at the 18 acre wildlife park they call home.
Giant ambition: Hulking Kali, right, and Louis play with the babies at Linton Zoo, where they were born
Zoo spokeswomen Dawny Greenwood has simply been battling to get the tiny tortoises to look at the camera at the same time - a problem many parents will find familiar.

She said: 'Getting these newly hatched all looking the same way proved to be an impossible task.

'Babies are not normally kept loose in the paddock with the adults, but enjoy the comfort and safety of nice warm vivariums with UV and Infra-red lamps, but we wanted to try to get a nice family portrait.

'The Sulcata giant tortoises have always featured highly with us, our herd of six breeding adults average around 40 years old and they are all ex-pets.

'One has travelled the world with its former owner having been rescued as a hatchling from children using him as a football in Mauritania, Africa.

'We are not sure of the dad as we have four males - Louis is pictured as it is a case of "who's the daddy then?"'

Kali is 30 years old and weighs 9st 6lbs, measuring 30 inches in length. The average lifespan of a Sulcata - or African spurred tortoise - is 30 to 50 years but tortoises are some of the longest lived creatures on the planet, with the oldest on record reportedly reaching 165 years old.

Ms Greenwood described how the eggs - which are usually around the size of golf balls - were protected after they hatched.

'The female tortoise will dig out a large scrape in which to lay the eggs, however each year the eggs have to be removed as the climate here does not allow for natural hatching.

'The eggs are collected and incubated at a constant 30 degrees until hatching.'

Maharashtra on Third rank in Real Estate Transparency

The real estate market in the country’s financial capital may be overheated, but the state as a whole has been ranked third in terms of transparency in the realty sector.

The Real Estate Transparency Survey 2011 ranks Maharashtra behind Andhra Pradesh and Tamil Nadu on various factors determining transparency. The state is followed by Gujarat, NCR-Delhi and Karnataka on the transparency index of 20 leading Indian states. The study has been done by the Confederation of Real Estate Developers Association of India (CREDAI) and property consultants Jones Lang LaSalle.

Of the five factors that have been taken into consideration while arriving at the ratings, Maharashtra ranks first as far as availability of market information and reforms in urban local bodies is concerned. The report explains that there is easy flow of information about the sector through real estate portals, financial statements of listed developers and real estate indices, while several urban reforms have been car
