Mumbai : 7 from Kurla college among 8 dead Fire in restraurant
Less than 250 meters from their college, seven students from a
Kurla-based technical institute died in a fire that broke out in a
Chinese food joint Friday afternoon.
According to the police, as many as eight persons died in the incident, and seven of them were from the Don Bosco Institute of Technology (DBIT) in Kurla. The eighth was a design engineer who had his office nearby.
The deceased are Sarjil Sheikh, Sajid Sheikh, Akashi Thapar, Brian Fernandes, Bernadette D’Souza, Irvin D’souza and a boy named Taha, all in their second and third years of college.
The design engineer was 31-year-old Arvind Kanaujiya, who worked with Sterling, an engineering consultancy firm with its office located in a nearby business park.
“They were all trapped on the first floor. According to fire officials, prima facie investigations suggest that a gas leak on the first floor followed by something that sparked led to the fire. The first floor that went up in flames did not have more than 100 square feet area,” said Assistant Municipal Commissioner of L-ward Prashant Sapkale.
Officials said that the fire broke out at 1.30 pm.
The fire caused the connecting staircase to the upper floor to collapse, leaving the eight people trapped upstairs. Also, since the windows there had steel bars, they could not even jump to save their lives.
According to the police, two groups occupied two tables while Kanaujiya was seated alone.
Police said Sarjil, Sajid, Akashi, Brian and Taha sat at one table, while their juniors Bernadette and Irvin had occupied another table.
ACP (Kurla division) Srirang Nadgouda said a case of negligence would be registered against the person who was handling the day-to-day work at the hotel.
“We have found that a person called Tripathi, who managed the hotel on a daily basis, was on the ground floor when the first floor caught fire. He too sustained minor injuries. It was on account of some negligence that such a big incident took place. We will register an FIR against him,” said the officer. He added that if they found out that the owner of the hotel was aware about any norm being flouted, he too would be named as an accused in the FIR.
Another officer said while they had been told that the one-plus-one structure was legal, they had called for the licence and relevant documents from the local L-ward office of the BMC to see if norms had been flouted by the structure.
“Even if the structure is legal, there has definitely been flouting of norms in the cramped first floor structure. We are checking for all permissions and things should soon be clear,” the officer said.

Now PAN Card Issued Within 48 Hours
The government will soon launch a facility under which a PAN (Permanent
Account Number) card will be issued within 48 hours of applying,
according to a senior official.
"An online facility for issuance of PAN is on the anvil under which an applicant can get a PAN card within 48 hours," the official said.
Besides, special camps will be organised throughout the country, including rural areas, to help people get PAN cards.
Permanent Account Number or PAN is a 10-digit alphanumeric number issued in the form of a laminated card by the Income Tax Department.
Recently, the Central Board of Direct Taxes (CBDT), the apex policy-making body of the I-T department, had issued a notification making the Elector's Photo Identity Card (EPIC) and Aadhaar valid proofs of "date of birth" for obtaining a PAN card.
PAN is required for filing income tax returns, sale or purchase of any immovable property beyond a certain amount and sale or purchase of a motor vehicle, among others.
The Finance Act 2015 proposes quoting PAN mandatory for buying jewellery valued at Rs 1 lakh or more.
The official further said that a total 4.73 crore tax returns were filed in 2014-15, of which only 6 lakh were scrutinized by the Income Tax Department.

Maharashtra Government Hikes VAT on fuel, liquor, gold
You will pay 5 per cent more for your favorite drinks and cigarettes and also pay Rs 2 extra per litre for buying fuel for your vehicle from today, thanks to a ‘drought tax’ imposed by the state government. The state cabinet approved a decision to this effect on Wednesday. It also decided to ask the people to pay 0.2 per cent more to buy gold, diamonds and jewellery.
Experts in Mantralaya said that this was a one-of-a-kind move by the BJP-led government because tax rates were always revised in annual budgets. From today, aerated drinks too will cost 5 per cent more, said Finance and Planning Minister, Sudhir Mungantiwar.
He said the state was expecting to raise Rs 1,600 crore in the next five months from the drought tax, after which these taxes will be rationalised in tune with the goods and services tax (GST) in the next annual budget“The people of Maharashtra are generous. We are confident that they will welcome the decision and help their brethren in distressed areas,” said Mungantiwar after the cabinet meeting.
The minister said that a surcharge of Rs 2 per litre on fuel would help the state compensate for a monthly loss of R300 crore that it would have suffered because of the scrapping of local body tax (LBT). “Today, the cabinet also decided to scrap the LBT on fuel in municipal areas,” he said.
People, opposition slam government
The decision did not go well with citizens, especially because it was taken ahead of a festival season. “We understand the plight of the farmers, but the government should not burden people like us who are fighting inflation these days. Costly fuel would add to transport costs which will be passed on to end consumers like us,” said RT Pawar, 47, a resident of Sion.
The Congress slammed the BJP for taxing people and accused it of raising funds for celebrating its one year in power. “The BJP government needs more money to publicise its so-called achievements. This is the same government that denied loan waiver to indebted farmers,” said Congressman and opposition leader in the legislative assembly, Radhakrishna Vikhe Patil.
Sources said the state government was mulling the drought tax since this year’s annual budget was presented. The finance minister and CM Devendra Fadnavis had also spoken about it. Parts of Vidarbha and western Maharashtra and entire Marathwada (central Maharashtra) are reeling under acute drought this year.
The government has started many short-term and long-term initiatives to mitigate the drought situation. Suicides of distressed farmers have also increased in the past 10 months. The state government said in a statement that the LBT on petrol and diesel was scrapped recently. The LBT for traders with an annual turnover less than Rs 50 crore has also been scrapped.
“Since this reduction had resulted in decreasing the cost of luxury items like liquor, cigarette and aerated drinks, we have decided to increase taxes on these items and also impose a surcharge on petrol and diesel,” said the statement, adding that the tax on gold and diamond jewellery has been increased from 1 per cent to 1.20 per cent.
It further said that due to the decreased fuel prices (in view of the global crude market) the state has been incurring a loss of R300 crore per month. It maintained that the state’s tax rate on petrol and diesel was less than other states like Andhra Pradesh, Madhya Pradesh, Rajasthan, Punjab, Karnataka and Kerala.

Maha CM discusses plan to connect international airport with Navi Mumbai airport via Metro
The Maharashtra Chief Minister Devendra Fadnavis during the war room discussion on Wednesday discussed the plan of a Metro rail connecting the International Airport with the proposed Navi Mumbai Airport.
It should be noted that, at present, the Colaba-Bandra-Seepz Metro line three corridor will be implemented along with the Metro line two of Dahisar-Charkop-Bandra-Mankhurd, which will connect the airport to Mankhurd and, in order to improve the connectivity further, the Metro line between Mankhurd and Navi Mumbai International Airport, which is expected to be ready by 2020, is being planned.
In order to speed up the implementation of Metro line 3, the government departments are expected to hand over the land which is in their possession to the Mumbai Metro Rail Corporation (MMRC) in a week’s time. According to government officials, the development took place in the CM-led ‘war room’ discussion that happened on Wednesday.
Sources also told this newspaper that other important projects discussed in the meeting include the two other Metro corridors between Dahisar and Andheri (east), and Dahisar and DN Nagar.
The Mumbai Trans-Harbour Link project connecting Sewree with Nhava Sheva were also discussed during the meeting. "The BNHS which was asked to prepare a report suggesting mitigation measures during the construction of MTHL has submitted the project report to us and soon we would be sending our report to MoEF,” said an officer.

Ajmal Kasab today hanged at Pune after Dispute over Kasab's Rs 27 crore security bills
Lashkar-e-Toiba terrorist Ajmal Kasab, accused for the 26/11 Mumbai terror attack, was today hanged at Yerwada Jail in Pune at 7:30 am after President Pranab Mukherjee rejected his mercy petition.
According to Maharashtra home minister R R Patil: "26/11 Mumbai terror attack accused Ajmal Kasab's mercy petition was rejected on November 8. He also confirmed that Kasab was hanged at about 7:30am on Wednesday.
Earlier, the Lashkar-e-Toiba operative was shifted from Mumbai's Arthur Road Jail to Pune's Yerawada Jail.
The entire process was excuted very secretly, the report added.
The President's rejection came two months after the Home ministry rejected Kasab's mercy petition.
Kasab and nine other Lashkar-e-Taiba terrorists had sailed into Mumbai on November 26, 2008 from Karachi and killed 166 people.

Bal Thackeray leave Mumbaikar alone, Today Bal Thackeray passed away
MUMBAI: Life virtually came to a halt in several parts of Maharashtra following the death of Shiv Sena supremo Bal Thackeray today.
Shopkeepers and hoteliers downed shutters immediately after the news of his death.
There were some stray incidents of stone pelting in some areas in Mumbai and Thane. Taxis and autos were off the roads while local trains and BEST buses were plying in Mumbai though BEST authorities suspended operations in select areas where incidents of stone pelting were reported.
Officegoers tried to rush back to their homes as the news of Thackeray's death spread.
The central railway has cancelled the mega block on both Central and Harbour lines in Mumbai on Sunday to help the people to attend the last rites of the departed leader.
Cabs and autos which remained off the roads today at the airport would also not operate tomorrow as a mark of respect for the departed leader, authorities said.
Reports coming from many cities including Pune, Nashik, Aurangabad and parts of Konkan said that shops and restaurants remained closed there and autos were off the roads after the news of Thackeray's death was received.
There were stray incidents of pelting of stones on BEST buses at Pantnagar in suburban Ghatkopar, Naupada (Thane), Prateeksha Nagar, Kamothe (Navi Mumbai). The BEST suspended its operations in Mulund, Bhandup, Kandivali, Sion, Shivaji Nagar, Jogeshwari (E) and Kalanagar in Bandra. However, the transport undertaking said that it would operate its bus services tomorrow for the convenience of people who would come to pay last respects to Thackeray.
20,000 police personnel deployed
Security was beefed up across Maharashtra, particularly in Mumbai where 20,000 police personnel were deployed, to keep a tight vigil following the death of Shiv Sena chief Bal Thackeray here today.
"The entire police force is on an alert in Maharashtra. Lakhs of people are expected to visit Mumbai to take a last glimpse of Thackeray," a senior police official at Maharashtra Police Headquarters said.
In Mumbai alone, over 20,000 city police, 15 companies of State Reserve Police Force and three contingents of Rapid Action Force have been deployed.
"The funeral procession will begin tomorrow at 7 AM. We have deployed enough number of police force at Sena Bhavan in Dadar, Matoshree in Bandra and at Shivaji Park where the last respects would be paid," Mumbai Police commissioner Satyapal Singh said.
"I appeal to people to remain calm and maintain law and order. Citizens should step out of the houses only if it is urgent. There would be traffic restrictions, particularly in Bandra and Dadar areas," Singh added.
Police have made an appeal to motorists to avoid Western Express Highway as roads connecting Kalanagar area, where Thackeray's residence is located, have been cordoned off.
The entire city wore a deserted look as shops, hotels, restaurants and other commercial establishments were closed and there was sparse traffic on the streets.
"We did not ask anybody to keep their shops shut. People are doing it voluntarily," Singh said.
Appropriate arrangements have been made at the Shivaji Park where VIPs are also expected to reach to pay homage tomorrow, Singh added.

Personalities across the political spectrum and social sphere today condoled the death of Shiv Sena supremo Bal Thackeray.
"Maharashtra has lost a veteran, experienced leader....He was a politician, cartoonist, editor, organiser as well as art-lover and orator," chief minister Prithviraj Chavan said.
Union home minister Sushilkumar Shinde said that Thackeray, as cartoonist, arrived on the scene like a storm after the collapse of communists in Mumbai, and took forward the legacy of his reformist father, 'Prabodhankar' Thackeray.
Shinde said he knew Thackeray for over four decades, and always felt he will survive the current bout of illness.
"He considered King Shivaji his idol. He worked for the people all his life. We took inspiration from him while governing in Maharashtra," said BJP chief Nitin Gadkari, who served as a PWD minister in the saffron alliance government in the state between 1995-1999.
State PWD minister Chhangan Bhujbal, a former Sena leader who later switched loyalties to the Congress and then NCP, said Thackeray created history by founding Shiv Sena and taking it to great heights politically.
"He was fearless while speaking...word 'compromise' never existed in his dictionary," Bhujbal said.
NCP chief Sharad Pawar's daughter and MP Supriya Sule said the Pawar family had very close relations with the Thackerays, though in the political arena the two rivals never spared each other.
"There were political differences for sure. But Pawar and Thackeray were the best of friends in the personal sphere. Thackeray helped a lot ahead of my marriage," she reminisced.
Gujarat chief minister Narendra Modi said Thackeray was a strong patriot and a good cartoonist who carved an identity of his own in Maharashtra. "He had great affection towards me and was a guide for me," Modi said, offering his condolences.
Singer Asha Bhosale said she had lots of memories and it was a "sad day" for her. Lata Mangeshkar said Maharashtra has been "orphaned" today.
Tamil superstar Rajnikant described Thackeray as a great personality, and said he has lost a "father figure".
The 86-year-old cartoonist-turned-politician breathed his last at 3.30pm today at his residence Matoshree in suburban Bandra.

Shinde said he knew Thackeray for over four decades, and always felt he will survive the current bout of illness.
"He considered King Shivaji his idol. He worked for the people all his life. We took inspiration from him while governing in Maharashtra," said BJP chief Nitin Gadkari, who served as a PWD minister in the saffron alliance government in the state between 1995-1999.
State PWD minister Chhangan Bhujbal, a former Sena leader who later switched loyalties to the Congress and then NCP, said Thackeray created history by founding Shiv Sena and taking it to great heights politically.
"He was fearless while speaking...word 'compromise' never existed in his dictionary," Bhujbal said.
NCP chief Sharad Pawar's daughter and MP Supriya Sule said the Pawar family had very close relations with the Thackerays, though in the political arena the two rivals never spared each other.
"There were political differences for sure. But Pawar and Thackeray were the best of friends in the personal sphere. Thackeray helped a lot ahead of my marriage," she reminisced.
Gujarat chief minister Narendra Modi said Thackeray was a strong patriot and a good cartoonist who carved an identity of his own in Maharashtra. "He had great affection towards me and was a guide for me," Modi said, offering his condolences.
Singer Asha Bhosale said she had lots of memories and it was a "sad day" for her. Lata Mangeshkar said Maharashtra has been "orphaned" today.
Tamil superstar Rajnikant described Thackeray as a great personality, and said he has lost a "father figure".
The 86-year-old cartoonist-turned-politician breathed his last at 3.30pm today at his residence Matoshree in suburban Bandra.

JTHJ Looking forward against SOS in Earnings
Jab Tak Hai Jaan collected around 19-19.50 crore nett on its second day as per early estimates taking its two day figure to around 32 crore nett. The film showed big growth all over apart from the circuits which were strong on day one.
The growth on day two is around 50% which is good but mass circuits did not show the growth they should have. Going by the trends on Wednesday, the film is likely to fair best in the big cities like Mumbai, Delhi, Kolkata and Bangalore.
Basically the clash has split the market Jab Tak Hai Jaan set to do better in some pockets and Son Of Sardaar set to do better in other pockets.
Son Of Sardaar did very well on its second day showing a 70% jump on day two as it collected around 14-14.50 crore nett as per early estimates taking its two day total to 23 crore nett approx.
The film is doing very well in East Punjab, Rajasthan, Bihar, CI and Rajasthan. The collections in Delhi/UP are also super strong in terms of occupancies though the figures are not huge due to the chain of theatres being low collecting theatres. It will have a good run in Delhi/UP.

Balasaheb Thakre he's helth is Critical, Large Crowd atound Matoshri
"I have not lost hope. We are facing a crisis, we shall overcome," Shiv Sena executive president Uddhav Thackeray said early Thursday even as his father and party supremo Bal Thackeray remained "critical".
Uddhav stepped outside the Thackeray home 'Matoshri' briefly around 2am to address the massive crowd of anxious party activists who gathered there since late Wednesday.
Accompanied by son Aditya, Uddhav appealed to the people to "remain calm and maintain peace" and ensure that the image of 'Matoshri' is not spoiled.
"The team of doctors is continuing their efforts....Balasaheb's self-determination is very strong... We are facing a crisis, we shall overcome," Uddhav assured his supporters.
He added that Thackeray was responding positively to the medical treatment being administered by the doctors and urged his supporters to pray for their leader's health and co-operate in maintaining peace.
The 86-year-old Thackeray has been suffering from breathing problems and has been occasionally put on oxygen.
Shortly after Uddhav's assurance, many of the 5,000-plus party activists who had crowded around 'Matoshri' slowly started dispersing.
Over 5,000 anxious Shiv Sainiks from Mumbai, Thane and other parts of the state trooped to Bandra east awaiting a word on their beloved leader's health.
All roads leading to 'Matoshri' were also barricaded and even some party leaders had to abandon their vehicles near the Western Express Highway and walk the short route to the Thackeray household.
Traffic jams were reported on major roads to the north and south of Bandra inconveniencing thousands of people celebrating Diwali.
Balasaheb's son and Sena executive president Uddhav Thackeray, his nephew and MNS chief Raj Thackeray, and other relatives were at his bedside. Shiv Sainiks, including senior Sena leaders Manohar Joshi and Subhash Desai, made a beeline to Matoshree on learning about the Sena chief's health.
Police threw a security ring around Matoshree and senior Mumbai police officials visited Kala Nagar, the three-lined enclave where Matoshree is situated, to take stock of the situation.
Thackeray has been ill for over two weeks. He was admitted to Lilavati hospital in July this year after he complained of breathlessness and constipation. Since then, he was wheeled into Lilavati on two occasions.
He couldn't attend the Sena's Dussehra rally last month because of poor health. A video-tape of his address was played at the annual party conclave held at Shivaji Park.
